Low-risk public-data Actor for Composer/PHP package intelligence from the official public Packagist package API.

### What it does

Given Composer package names such as `laravel/framework`, the Actor returns structured package metadata:

- package name and description
- Packagist package URL and API URL
- repository/homepage links
- downloads, favorites, dependent/suggester counts where available
- GitHub star/watch/fork signals where available from Packagist
- latest version, latest release time, licenses, keywords
- optional recent version metadata

### Data source and compliance
