I'd find it helpful if - just below the title/description field - also a subtitle field (with smaller font) would be introduced. Such should not be obligatory, and can also be used to add e.g. a temporary important information.

Why don't you just want to put it into the description? Given that you can put it there or in the README, I currently don't see a reason to add such an extra field, making the UI and the settings more populated.

Anyway, one reason to submit the proposal is the fact that an empty line (or line break) is effective in the settings page where the description field is edited, but not in the final representation. If - for example - line breaks would be effective, and also bold face setting would be allowed for the first sentence, this would be sufficient for the purpose. And not add extra UI-space. Note: The title on issue pages has way bigger font size than in a repo description.

I understand your reply. The readme is the generic readme which contains the basic introductory to the code & handling. That would not catch attention related to an important temporary remark. Therefore also the idea of adding a subtitle, which could serve different purposes. As is - subtitle - or for temporary important information, let it be a message about an important highlight in a fresh commit.
