Anthropic reset 5-hour and weekly limits twice in three weeks — once mid-ban (June 13) and again on Fable restore (July 1). How that interacts with Fable billing and Sonnet 5's raised limits is what this guide covers.

The June 13 reset — mid-ban goodwill reset

On June 13, 2026 — the day after the export-control directive — Anthropic's Claude Devs account announced a reset of 5-hour and weekly rate limits for all users.

Why: Fable and Mythos were unavailable; Anthropic framed the reset as making Opus 4.8, Sonnet, and Haiku more usable during the suspension.

That reset did not bring Fable back. It only increased throughput on models you could still call.

The July 1 reset — limits reset again on Fable restore

When Fable 5 returned July 1, 2026, @ClaudeDevs posted:

Now that Fable 5 is ready to build (again), we've reset everyone's 5-hour and weekly rate limits.

What that means:

Limit typeReset on July 1?
5-hour rolling limitYes — counters refreshed for all users
Weekly limitYes — fresh weekly quota window
Fable included allowanceSeparate rule — up to 50% of weekly through July 7, then credits

So developers got a clean slate on general Claude throughput and Fable access on the same day — which is why relaunch-day threads showed heavy usage without immediate throttling (though Opus 4.8 fallbacks and classifier routing still burn quota differently — see post-relaunch developer guide).

Do not confuse limit reset with unlimited Fable: the official June 30 post still caps included Fable at 50% of weekly usage through July 7.

Fable billing after the July 1 reset

PeriodPro / Max / Team / premium Enterprise
July 1 – July 7, 2026Fable counts toward up to 50% of weekly usage limits (included in subscription)
After July 7, 2026Fable requires usage credits

Standard Enterprise seats: no included Fable allowance — credits only from restore day. Disable credits → Fable won't work for those users.

Reasonable expectations for non-Fable models:

SurfaceLikely behavior
Opus / Sonnet / HaikuKeep post–June 13 limits unless Anthropic posts otherwise
Sonnet 5New higher limits per launch post — separate from Fable
Fable 5Own quota — frontier tier, not a free limit bump

Do not assume Fable restore = unlimited everything. Fable was $10/$50 per million tokens API pricing pre-ban with credit-based access on consumer plans after the initial free window.

Credits vs subscription — the July 1 wrinkle

Leaked Claude app strings (reported July 1) suggest:

  • Fable 5 usage credits may require identity verification before credits apply
  • Message pattern: "Your credits will be added once your identity is verified"

Full breakdown: Fable 5 credits + ID verification strings · Persona ID rollout (July 8 effective date).

explainx.ai read: Rate limits and credit eligibility are different knobs. You might have headroom on Sonnet 5 while Fable still bills credits or waits on verification.

Sonnet 5 vs Fable 5 — limit strategy

ModelRoleLimits (July 1)
Sonnet 5Default agentic workhorseRaised limits; intro API $2/$10 through Aug 31
Opus 4.8Peak general intelligenceExisting tier limits
Fable 5Frontier long-horizon / reasoning50% weekly through July 7 — then credits (official)

If you burned Opus/Sonnet capacity during the ban on hard tasks, Sonnet 5 may cover 80% of that load without touching Fable credits.

Claude Code-specific limits

During the ban, viral posts claimed Fable in the picker with weekly limit messages on Claude Code v2.1.190. Anthropic staff debunked zero Fable traffic (status hub).

After restore:

  1. Update Claude Code to latest stable
  2. Confirm Fable in model picker without error
  3. Watch whether limits show as weekly session cap vs credit balance
  4. Use Claude Code commands /status and plan docs

For harness patterns that reduce wasted tokens: loop engineering and context limit management.

Checklist — July 1 and the week after

  1. Console — tier (Start / Build / Scale) and current 5-hour / weekly counters
  2. Models API — claude-fable-5 (or current id) listed with pricing
  3. Credits — balance and whether verification gate applies
  4. Sonnet 5 — default for volume work; reserve Fable for frontier tasks
  5. Fallback — open alternatives if Fable slow to appear in your region
