Locked out — can't receive GitHub's 2FA SMS code, ticket open a month with no resolution

I'm locked out of my account (dinii0) because I can't receive GitHub's 2FA SMS verification code on my number — my phone works fine for calls and other texts, but GitHub's SMS specifically isn't reaching it. This isn't a compromise; I just have no way to complete 2FA, and no other 2FA method was ever set up. Im also getting this specific error as well:

"We tried sending an SMS to your configured number, but we are not authorized to send SMS messages to this recipient. Please resend or check our documentation for additional 2FA guidance."

I opened Ticket #4511463 on June 25 and have followed up five times with proof of ownership (password, registered email access, last login via GitHub Desktop in Feb 2026). The in-product "Begin account or email recovery" flow also shows no available options — device, SSH key, and personal access token are all unavailable on the account.

It's now been a month with no substantive response. I understand GitHub's Account Recovery Policy states Support won't restore 2FA-locked accounts without existing recovery methods — but this is a case of being unable to receive the SMS code at all, not a lost-recovery-codes situation, so I'm hoping someone can clarify whether that distinction matters here, or point me toward anything I haven't tried.

Based on the information you've provided, it does not appear to be a standard 2FA lockout. The SMS service provider on GitHub cannot send SMS to your number, so there is no way for you to solve it.
If you've already opened a ticket, provided proof of ownership, and tried the recovery options you have, then I would think you should not open another ticket. I hope someone from the GitHub team will look into Ticket #4511463 and explain if there's another way of doing this?

First of all thank you for responding, but I actually went through these exact steps already. All three options came back unavailable: no recognized device, no SSH key on the account, and no personal access token. The buttons for each option were all greyed out, so I wasn't able to use any of them.
