After switching from my previous GitHub Copilot account to a GitHub Copilot Teacher account, I noticed that I was charged for additional token usage even though my spending budget was set to $0. I checked this setting multiple times because I wanted to avoid any unexpected charges.

What confused me even more was that after my included tokens were exhausted, I was still able to continue using GitHub Copilot instead of usage being blocked. As a result, billable tokens were apparently consumed despite the $0 budget.

This is particularly problematic because reimbursement through my university is quite complicated, which is why I made sure my budget was set correctly before continuing to use Copilot.

I also opened a support ticket over a month ago but unfortunately have not received any response yet.

Has anyone experienced something similar, or can someone from GitHub explain why this happened? I'd also appreciate any advice on how to get this issue resolved or the charges reviewed.
