Cannot Upgrade Plan to GitHub Copilot Pro+

Howdy guys, I have recently subscribed for GitHub Copilot Pro (10USD) to experiment with using AI to help streamline iterative changes to various projects and was very happy with the result. So, I decided to upgrade my plan to GitHub Copilot Pro+ to handle more of the workload however I am encountering issues trying to complete the payment transaction.

I have been through ALL of the various recommended solutions found online such as:
Verify PayPal authorization, contacted PayPal support to confirm the transactions from Git are approved.
PayPal confirmed GitHub is [ACTIVE] and approved as an authorized seller on my account.
They also confirmed international purchases are active for my account.

Next I contacted my local Bank.
They informed me that there were NO BLOCKS, or declines on their end regarding GitHub purchases; and that I there are no blocks or security holds in relation to GitHub, PayPal, or international purchases and that the transaction should be facilitated as my previous $10 subscription was, as well as the various POS Authorization charges etc.

Finally, there is 100% efficient funds in the account allocated. There is much more than required for the subscription.
I have tried using a Bank card also, the POS Authorizations go through but the 29USD purchase fails.

Both PayPal, and ANZ Bank confirmed the issue was on the GitHub end and advised me to try finding support here.
I have submitted a ticket but figured I'd see if anyone here maybe had a fast-track solution?
