FUNCTIONING

Performance today is no promise of capacity tomorrow.

Seeing something work brings relief: the task is complete, the promise kept, and uncertainty briefly replaced by satisfaction.

That relief is earned. Reliable services provide stability, especially in uncertain times. But a completed task answers only what happened — not what made it possible or whether those supports can sustain the next round.

What was accomplished — and what remains to support what comes next?

New York City’s drought response from November 2024 through January 2025 illustrates the point. In January, the city reported that system changes, conservation, and rainfall had enabled it to meet water needs throughout the response. Water service continued — a significant achievement.[3]

A second measure showed the condition behind that success.

On November 18, 2024, the city’s environmental protection commissioner reported that reservoirs stood at about 60.1 percent of capacity, versus a typical level above 79 percent for that time of year.[1]

Those figures described stored reserves — not household delivery, days remaining, or imminent failure. The 79 percent figure was a seasonal benchmark, not a previous reservoir reading.

Service performance and reserve levels offered different views of the same system. Both were important.
