Beyond Project and Digital Offices: Does Kazakhstan Need TRIZAI Offices?

You can manage the wrong project extremely well. In the age of AI, the next management problem may be less about execution speed and more about the quality of the decision itself.

Russian version

Organizations have become much better at managing projects, programs, portfolios, data and digital transformation. Generative AI accelerates search, document analysis, alternative generation, engineering descriptions, financial models, code and presentations. Yet faster production of options does not mean that an organization has correctly identified the causes of the problem, generated a strong solution or obtained enough evidence to commit resources.

A wrong project can be managed perfectly.

This article does not claim that a new management discipline has already been proven. It formulates a testable hypothesis: do enterprises, and later more complex socio-technical systems, need a distinct TRIZAI capability that maintains decision quality and evidential integrity from a real problem to measured effect?

1. The territory is already occupied

We do not start from zero. Front End Loading, Systems Engineering and ISO/IEC/IEEE 15288, Stage-Gate, Decision Quality, Trade-off Studies, AHP, V&V and IV&V, Assurance Cases and GSN, TRL, Benefits Realization Management, Product Management, PMO and Value of Information already cover a substantial part of the decision lifecycle.

The same is true for TRIZ. TRIZ has long been used in industrial and corporate innovation. A 2020 joint briefing by Oleg Feygenson and Vladimir Zatolokin collected examples from Samsung, GE, Siemens, Intel, POSCO and other corporations. Samsung materials in that briefing show the VIP Center, TRIZ education, hundreds of projects and a TRIZ Project Roadmap moving from Problem Definition through Function Analysis, Root Cause Analysis, Contradiction, Resource Analysis and IFR to generation, Verify, Evaluate and Application.

The defensible claim is therefore not “we invented innovation management”. The question is whether mature practices can be connected into a more coherent problem-to-effect capability that produces measurable incremental value.

2. Two entry routes, one real pain

Figure 1. Two entry routes and one evidence-qualified convergence point.

For business, the zero point of TRIZAI is not Strategy, Technology, Method or KPI. The entry is an actual technical, technological, organizational or managerial problem at the level of a specific department, enterprise, organization, industry, region, country or international cooperation program.

Strategy matters, but as research context: why the problem matters, to whom, which business result is affected, which constraints and priorities apply, and how much resource can rationally be committed.

Youth and entrepreneurs have a different entry. It may start with a Dream or Idea. But an idea does not automatically earn the right to continue. The system must identify a Need, Beneficiary or Customer and test the Claim: “this beneficiary actually has this pain or need”. Only then do the two routes converge.

3. From brief to refined goal

The next step is an Innovation Project Brief plus system research. The brief is not presented as the invention of one author or as a new global methodology. It is a professional innovation-problem framing format used by TRIZ Masters and agreed within the International Center for TRIZAI Competencies.

The customer’s first formulation may be a symptom. Research therefore examines functions, causal relations, resources, constraints, harmful effects, stakeholders, previous attempts, analogues and the cost of non-solution. The problem may be reformulated.

Only after that do we refine strategic relevance, stakeholders, value, Goal and Success Metrics. This matters because problem research can change the initial Goal.

The Hypothesis Map then connects Problem, Understanding, Refined Goal, Stakeholders and Metrics, Hypotheses, Tasks or Experiments and Evidence. A Hypothesis is not a Claim. A Hypothesis directs investigation. A Claim is a material assertion on which a decision may rely.

4. Where TRIZAI actually begins

Systems Engineering can describe systems and requirements. Decision Quality can structure decisions. Trade-off Studies and AHP can compare alternatives. A critical question remains: where do strong alternatives come from?

This is the central testable TRIZAI hypothesis. TRIZ may contribute systematic analysis of functions, causal relations, technical and physical contradictions, resources, ideality and system evolution. AI may expand search and reduce cycle time. But TRIZ + AI does not equal a correct solution.

Solution Intelligence therefore cannot be reduced to a chatbot. When justified by the problem, it can activate ontology-based engineering and calculations to understand physical and technical contradictions, Patent Intelligence and Function-Oriented Search to find known solutions and avoid reinventing them, and OLAP plus financial and scenario modeling to test economics.

These are not mandatory tools for every case. This is a layered architecture in which the problem and its critical Claims determine which capabilities are activated.

5. Claims, Evidence and TRIZ-VERA

A strong concept is not yet a basis for investment. It creates technical, technological, operational, product, market, economic, schedule and organizational Claims.

Claims arising from a contradiction are especially important. If a solution promises to improve parameter A without degrading parameter B, the non-degradation of B should become an explicit testable Claim.

TRIZ-VERA is not a project maturity scale. TRL remains a separate technology-readiness axis. Stage-Gate or an investment committee remains a separate resource-decision mechanism.

The Evidence Profile describes the evidence state of a specific Claim: UNKNOWN, ASSUMPTION, INCOMPLETE, SUPPORTED, COMPROMISED, NOT APPLICABLE. The protocol should also carry a separate independent-review axis: not reviewed, peer reviewed, independently verified, refuted. This separates the existence of Evidence from the independence of its review.

Verified does not mean Guaranteed.

6. Independent verification and human decision

The Verifier should not be the Solution Author. For high-stakes decisions, independence should be considered at least across technical, managerial and financial dimensions. For small reversible decisions, peer review may be enough. Proportionality matters more than bureaucracy.

The Verifier tests whether Evidence supports critical Claims and whether residual uncertainty is explicit. The Decision Owner commits resources. AI does not receive authority to make that business decision for the human owner.

The initial Gate-0 Checklist in our architecture is an early filter for admitting a problem to the next stage of investigation, not a full Decision Gate and not an Evidence maturity check. Its purpose is to determine whether further investment of resources in systematic investigation of the problem is justified: GO, HOLD or STOP. A corporate Stage-Gate, investment committee or other Resource Decision Gate appears later and addresses a different question: whether resources should be committed to a pilot or implementation. These are two different mechanisms.

7. TRIZAI does not stop after GO

After resource commitment, major responsibilities move to engineering teams, Product Management, Project Management, Operations and existing enterprise systems. TRIZAI should not duplicate them.

However, the original evidential basis can become invalid during execution. This is the purpose of claim-sensitive TRIZAI Markers. A Marker is not another PMO milestone. It is triggered when new actual data materially changes a registered Claim, Constraint, economic assumption or expected Benefit.

For an MVP, three classes are sufficient: Claim Invalidation Marker, Economic Assumption Invalidation Marker and Benefit Realization Marker. A material Marker passes a Materiality Test and can trigger additional Evidence, independent verification, or escalation to the Decision Owner for REWORK, HOLD, STOP or continuation.

Product Management runs as a parallel discipline where the solution becomes a product. It starts with Product Hypothesis and Value Proposition and continues through customer discovery, market evidence, adoption, willingness to pay, unit economics and actual use. A technical TRIZ alternative and a Product Hypothesis must not be collapsed into one object.

8. Digital Twin Enterprise System: the upper digital layer

A TRIZAI Office should not become another isolated information system. In the full-scale architecture it interacts with a Digital Twin Enterprise System that can be understood as an intelligent ERP for the next generation of enterprise management.

Such a layer may combine enterprise data, ontologies, digital models of assets and processes, multi-agent systems and technologies, AI agents, resource planning, scenario models, digital services and feedback from actual execution.

Ontologies provide shared semantics for objects, functions, constraints, causal relations and Claims. Multi-agent systems can support distributed planning, negotiation, resource allocation and real-time adaptation. Digital Twins allow expected and actual system states to be compared. OLAP and financial models connect engineering choices to economics.

This is not the TRIZAI Office MVP and it is not an entry condition. It is the full-scale business architecture into which a proven TRIZAI capability could be embedded.

9. Measured effect, not a beautiful ending

Before execution, the organization should define Baseline, Target, Measurement Method, Measurement Horizon, Benefit Owner, expected effect range and attribution design. After implementation, the organization measures not merely project completion but the change in the original real problem.

Where effect cannot be reliably separated from external factors, that limitation belongs in the Evidence rather than being hidden behind an attractive ROI number.

10. When not to use TRIZAI

TRIZAI should not be applied to everything. For a small reversible task with a known solution, investigation cost may exceed failure cost. In a crisis, delay may cost more than additional Evidence is worth. With a prescribed solution, the alternative space may be minimal.

The economic filter is straightforward: the expected value of reducing uncertainty or finding a stronger alternative should justify analysis cost, time and delay risk.

11. Corporate program as capability-building environment

The existing International Center for TRIZAI Competencies program “TRIZ as a Foundation for Effective Work with Generative AI” includes 24 academic hours of TRIZ and 8 academic hours of generative AI. Its Scientific Director is Oleg Feygenson, TRIZ Master, President of MATRIZ Official and Co-founder of the International Center for TRIZAI Competencies.

Participants work on real technical and technological problems from their organizations, using functional and cause-effect analysis, contradictions, resources, Function-Oriented Search and AI-assisted exploration to develop solution concepts.

The program does not prove the TRIZAI Office and does not claim that 32 hours produces an industrially verified solution. It is a capability-building and concept-development environment whose outputs still require engineering, economic and evidential validation.

The authors and organizations associated with this article participate in developing and promoting this program. It should therefore be read as a description of our experimental environment, not as independent evidence of effectiveness.

12. Kazakhstan as experimental start infrastructure, not proof

entrepreneurs.kz can support the Dream / Idea route.

pmikz.org can support demonstrations and expert work around difficult business problems.

kzsmart.space — Kazakhstan Smart Space can provide an experimental environment for teams and real problems.

These platforms are infrastructure for testing, not evidence that the TRIZAI hypothesis is correct.

Kazakhstan also has its own history. The 2020 Feygenson-Zatolokin briefing documented TRIZ KZ Community, early corporate programs and work on real problems at Kostanay Minerals and KazMunayGas. The present work therefore does not start from zero, but the combination of TRIZ + AI + Evidence + lifecycle feedback still requires new evidence.

13. From enterprise to higher system levels

Problems do not exist only inside companies. They arise at the level of industries, cities and regions, national economies, bilateral and multilateral cooperation programs and global programs.

The layered TRIZAI concept allows this scaling horizon but does not claim it has already been proven. The capability should first demonstrate reproducible value on real enterprise problems. Only then should transfer to more complex socio-technical systems become an object of research.

At global level, Space2030 and the UN 2030 Agenda with 17 Sustainable Development Goals and 169 targets provide natural problem maps. They should not become the first step of TRIZAI. Entry remains a concrete real problem. A global program provides system context, a language for effect and a possible traceability layer for contribution.

14. How to falsify the hypothesis

We need comparative pilots on new real problems, not retrospective success stories.

The Baseline should include the enterprise’s existing process with equal access to a modern LLM. A separate arm with a conventional TRIZ consultant but without TRIZ-VERA and Markers can help separate the contribution of TRIZ from the contribution of the integrated architecture.

Success should not be measured by idea count. Relevant measures include the share of strong alternatives missed by Baseline and surviving independent review, critical unsupported Claims detected before resource commitment, Decision Owner choices changed by Evidence, cost and time of Evidence generation, late rework, time to detection of invalidated Claims, forecast accuracy and actual economic effect after the cost of the TRIZAI cycle.

If the integrated cycle produces no reproducible incremental value after cost and delay, a distinct TRIZAI capability is not justified. If one component alone produces most of the value, an integrated capability may also be unnecessary.

15. Does Kazakhstan need TRIZAI Offices?

The correct answer today is: we do not know yet.

The result may be a separate Office. It may be a distributed capability embedded in Engineering, Product, Innovation, PMO, Investment Governance and Risk. Parts of the architecture may prove redundant.

The testable hypothesis is now narrow enough: integrating real-problem research, refined goals and Hypothesis Mapping, TRIZ-based synthesis of strong alternatives, AI-assisted exploration, engineering and patent analysis, economic modeling, claim-specific Evidence, independent verification, accountable human decision, claim-sensitive lifecycle Markers and measured effect may improve consequential decisions enough to justify its cost.

The full-scale horizon is broader: this capability may operate inside a Digital Twin Enterprise System and, if its value is demonstrated at enterprise level, be investigated at industry, regional, national and international-program levels.

First prove the need for the function. Then prove the incremental value of the method. Only then decide whether it needs a separate Office.
