the same blocks and settings. A contributor shouldn’t be able to touch layout blocks.

 1. Upload the `md-governance` folder to the `/wp-content/plugins/` directory.
 2. Activate the plugin through the ‘Plugins’ menu in WordPress.
 3. Navigate to **Multigovernance** in the admin menu to manage block visibility and
    role-based access.

Multigovernance is a WordPress plugin that gives administrators role-based control
