Translate information_contained_in_a_webidl_file [es]

Description

This PR adds the Spanish translation of "Information contained in a WebIDL file" page within the MDN Writing guidelines.

Changes

• Created files/es/mdn/writing_guidelines/howto/write_an_api_reference/information_contained_in_a_webidl_file/index.md.
• Front matter includes title, slug, and l10n.sourceCommit.
• Kumascript macros preserved unchanged.
• All /en-US/ internal links changed to /es/.
• Official MDN Spanish terminology applied throughout.

@mariomorillo Excelente trabajo con una página tan larga y técnica.

Resumen

LGTM ✅ La traducción coincide con la fuente en inglés (0d15598), el front matter está limpio, todos los enlaces internos usan /es/, las anclas internas (#tostring_y_tojson, #stringifiers) están alineadas con los encabezados traducidos, los bloques webidl/js preservan la sintaxis original y los enlaces externos (whatwg, mozilla, chromium, webkit, github/mdn) coinciden con la fuente. CI en verde.

Dejo una nit menor inline sobre concordancia que puedes corregir en una próxima sincronización, no bloquea.
