Phase 3

The members of an empire can share resources and units. This is important insbesonderen in wars. This function is shifted in phase 3, since this requires a political system.

The player's Settlements are fair game as long as they do not belong to a kingdom. Once you belong to a realm of the looters come only very rarely the settlement of the player.

The NPC controlled settlements should be able to develop further. Depending on where they are located on the biomes and as the financial opportunities. The tests have shown that NPC settlements can certainly get rich.

The NPC settlements must form their own military units and defense.
